What we need is an island...
Yes... and island. With a ring of walls, cliffs, guard dogs and barbwire. Then on the outside of that many miles of man eating sharks, undertows, riptides, and anything that will eat a child. Then we tote all the children between the ages of 10 and 18 out to this island and set them loose. We come pick them up after their 18th birthday and send them off into the "cruel" modern world and say "good luck kid!" Think it will work??
